New Owner Welcome Packet & Quick Reference
The purpose of this document is to serve as a quick guide for new owners and current residents. Additional details regarding Meadow Woods Park rules and policies can be found in the Declarations, Bylaws, and Rules and Regulations. These documents can also be found on TownSq or at meadowwoodpark.com.
Entering and Exiting Community
There is only one entrance and exit to the neighborhood and both are one-way. Enter on Stone Rock and exit on Caperton from Coopershill Dr.
Good to know:
● There are five identified streets in the neighborhood: Stone Rock Dr, Coopershill Dr., Wilshire Hill Dr., Bedford Green Dr., and Caperton Dr.
● City tax records show Coopershill as one word, whereas Google has it listed as Coopers Hill Dr.
● The posted speed limit is 25 mph and speed bumps have been installed to help reduce speeding for the protection of our residents.
Parking
No Owner or any employee, agent or invitee of any Owner, shall park, store or keep any vehicle on the Land except in the parking spaces on the Property, or in any garage(s) assigned to such Owner’s Unit. Any garage assigned to a Unit may be used only by the Owner of the Unit to which that garage is allocated as a Limited Common Element, and his agents and invitees. No motorcycle, boat, boat trailer, motor home, travel trailer, camper or other recreational vehicle may be stored on the Property at any time other than inside of a Unit’s garage with the garage door remaining closed. No significant automobile repair shall be allowed in the parking areas on the Property. The Association shall have the right to tow any vehicle in violation of the Section 8.5 at its owner’s expense.

1.2 Rule Regarding Parking
Units without a garage have an assigned parking space. Parking is permitted in defined (marked) spaces only. Parking in front of garages is not permitted. Short-term parking (up to 60 minutes), for the purposes of loading/unloading only, is allowed in front of garages. No overnight parking is allowed in unmarked areas, including in front of garages.
Owners/tenants who violate the parking policy will be notified by the management company. Repeat offenders will be fined $25 per infraction and/or towed.

Towing
Clearly marked signage is posted throughout the complex indicating unauthorized parking is subject to being towed. Vehicles parked in unauthorized areas, as well as those without current license/tag could be towed.
Unlimited Recovery (919) 790-9393 is the company utilized within the community.
Moving In/Out
Contact the board/management company to have pads installed and instructions regarding keeping the elevator door open. There is a $100 fee paid to the management company to provide for the protection of the elevator interior. It is requested that you post notices regarding move in/out dates 48 hours prior to the move in the elevator and by mailbox. Moving hours are from 9:00am to 9:00pm.
Trash/Recycling
Garbage should be deposited in common receptacles provided as Common Elements. No trash or garbage shall be kept or stored on any balconies, decks or patios.

1.1 Rule Regarding Garbage
Two disposal sites are located onsite: at the end of Stone Rock and the corner of Coopershill and Bedford. It is requested townhomes use the site behind the townhomes, and condos use the one at the end of Bedford to ensure they do not overflow. Trash is collected 3 times per week. Trash is a dark green dumpster and recycling is lighter green.
The trash area is monitored by cameras for violations. If you see someone violating the policy, please politely advise of the policy or alert management. Do not leave trash by unit doors, patios/decks, or in garages.
● DO NOT leave garbage on the ground.
● Boxes for recycling must be broken down
● DO NOT put any large items such as furniture in either the garbage or recycling containers. You may call 800-Trash or various services to collect from your unit, or you can take for free to the landfill on Durant Road between Capital Blvd and Falls of Neuse.
Recycling is limited to the following materials: glass or plastic bottles, paper, cardboard (break down boxes), paper containers.

TownSq
TownSq is utilized by the management company and board to communicate with residents. Owners and Tenants can submit maintenance requests and pay dues through their account. Tenants must be given access by the Owner or the management company. It is recommended that Tenants be given an account to ensure timing communication between residents and the Board/management company.

Dues
Owners contribute monthly into the HOA account. The amount is established yearly based on the Bylaws of the Association and Budget voted on by Owners. Major expenses may require a special assessment based on budget and cash availability. Generally, these special assessments can be paid at time of bill received or over several months. This decision is made by the Board based on arrangements with the provider of service and budget constraints.
The monthly dues cover the maintenance of the common areas, pool, fitness room, landscaping, building exterior, sidewalks, sewer lines, parking, roof, gutters, trash, lighting, streets, gas lines, water meters, etc. Streets and sidewalks are maintained through the HOA management company. In the event of ice/snow, walkways and streets are plowed/salted. Gutters and powerwashing are scheduled by HRW.
Payments
Owners may pay monthly dues on Townsq by ACH or card. Payments made with credit card are subject to a fee. Payments can be made for a single month, or several months in advance.
Delinquent accounts receive notice from the HOA management company. The Board receives confidential updates on these accounts, and has the authority to authorize the management company to obtain liens against the property should one be warranted.
Budget
The yearly ratified budget is located in the document section on TownSq. The proposed budget for the upcoming year is mailed to Owners 30 days prior to the annual meeting, which is usually held in December. This includes the percentage of the budget devoted to the townhomes, condos and common areas.
Water
All owners pay for water consumption on the property. Water is paid from the HOA budget. As this is a shared commodity, washing cars, boats, decks, furniture, etc. is not permitted. We ask that everyone be conscious of their water consumption and quickly address any plumbing repairs.
Insurance
Owners are required to have homeowners insurance for their property. Proof of insurance should be sent to the property management company annually.
Sprinklers & Smoke Detectors
Each unit has a sprinkler system that is activated by HEAT. If this system detects fire heat it will activate and will also send an alert to the fire department.
Required sprinklers inspection is done yearly by a certified or approved inspector. A Board member accompanies the Inspector to answer questions and observe on behalf of the Board. Residents are required to be present or have arranged for access to the unit. Upon completion, the Inspector provides a list of units to the Board needing repairs or replacements. It is the responsibility of the Owner to make the necessary repairs.
Smoke detectors are installed in each unit. Replacement of expired smoke/carbon monoxide detectors are the responsibility of the unit owner.
IN CASE OF FIRE: If alarms go off, all occupants must evacuate the building immediately. The elevators in the condos will not work. Rescue areas are located at the end of each building on street level behind the stairwell. There is a lever to pull to alert fire and rescue. Do not return to your residence until the all clear is given.
Dryer Vents
Dryer vents are inspected and cleaned every two years. Currently, the HOA arranges this in an effort to obtain a reduced cost. Each owner is responsible for the cost. Please note, our current by-laws do not allow this to be included in HOA dues. Each owner may elect to have this done separately and provide evidence of the in-unit cleaning process to the management company.
Pest Control
Pest control within the unit is the responsibility of the owner. Common areas are handled by the management company.
Pool
The pool usually opens in May after inspection and given permission and typically closes in September. The hours of operation 8AM to 8PM. The pool is available for use by owners and tenants. Guests are welcome and must be accompanied by an owner or tenant.
Please enter the entrance on Stone Rock and exit on Caperton. The gates are locked at all times and can be accessed with your assigned code which you can obtain from Vera at HRW. Please do not reach over the Caperton entrance to access the pool. Please return all furniture to its original position and lower umbrellas in case of a storm.
Clubhouse
The clubhouse is part of the Common Elements and is used for neighborhood meetings and events. Owners and outside individuals, organizations, and companies may rent the clubhouse for private meetings or social events. The clubhouse has a common room for gatherings with Wifi, TV, bar, and seating.
Main entrance is via the walkway to the left of the pool and past the entrance to the gym. There is also an entrance from the pool into the large common area and may be used for neighborhood functions. Rental of the clubhouse is requested through the management company and may be submitted via TownSq. The pool is excluded from the rental agreement.
Gym
The gym is located within the clubhouse. Access is to the left of the pool entrance. You are required to have a code to access (code provided by the management company). Return equipment that you use and clean up after yourself. The gym is open for use at all times except during weekly cleaning.
Pets
No animals, livestock, or poultry, of any kind shall be kept or maintained on the Property or in any Unit, except that small common household pets and licensed assistance animals may be kept or maintained in each Unit, provided they are not kept or maintained for commercial purposes and provided that they are not individually known to be, nor of a breed that is commonly known to be, potentially savage or dangerous. No Owner may have more than two (2) small common household pets at any one time (excluding fish). No pet shall be permitted upon the Common Elements unless carried or leashed by a Person that can control the pet. All pets shall be controlled so as not to create a nuisance or unreasonable disturbance (including loud and excessive barking) on Property.

Rules Regarding Pets
All dogs must be registered with the management company. Owners should immediately pick up after their pets. Bag and trash cans are provided for your convenience throughout the property.

Leasing
A copy of the lease is to be sent to the property management company within 5 days of signing. The unit owner is responsible for informing all tenants of the MWP rules, regulations and restrictions and policies. Any violations of above-referenced items are the responsibility of the Owner. Concerns from tenants are to be communicated to the Owners. Non-resident owners should provide either the management company HOA with a key, or name of contact who has a key in case of emergency.
No short-term (less than 3 months) rental terms are permitted, including but not limited to, Airbnb and Vrbo.

Those who purchase Units on or after 1 January 2013 shall be prohibited from leasing their Unit(s) if the number of Owner occupied Units is less than the percentages required for FHA loan certification

Signs & Flags
The following items may NOT be displayed within the complex: political signs, advertising flags or other devices, and flags (including NC and US flags). “For Sale” signs can be placed in unit windows but cannot exceed 3’ in size.

Construction
No construction is to be performed without prior notice to management and to neighboring units. Common walls are dependent on each unit and walls within units are part of the structural integrity of the building. Blueprints of each unit are located at the management company. Gas lines may not be disconnected by Owners. Gas companies must be contacted and provide verification that all gas lines to your unit have no potential to start a fire or explosion. Gas lines within each unit should be removed by a professional such as a licensed plumber. The fireplace has an electrical starter which should be professionally removed or relocated. Owners should be aware of noise traveling between units. Floor replacements should ensure that adequate sound protection is installed during the replacement of carpet or hardwood/tile/lvp.
Owner Maintenance Responsibilities
If it’s inside your walls, it’s yours to fix. If it is outside the outer walls of your unit then it is the HOA’s responsibility. There is an area which is shared, the common utility lines for water and sewage between units and in the common area and limited construction issues.
If you have a water leak which begins in your unit and spreads or causes damage to another unit or common area, the unit owner is responsible.
Likewise, if such occurs in common areas, HOA is responsible. Such issues as these are usually insurance covered issues.
Unit windows are the responsibility of the unit owners. Contact management before replacement to confirm new window keeps with the design and existing look of the building.
Owners are responsible for their decks with the exception of structural elements (beams, floor joists, columns, etc.)
